Muroran is a port city which is located in the area of Iburi Subprefecture, the mid-southeastern Hokkaido, facing the eastern coast of Oshima Peninsula and its part is on a small peninsula jutting out into the sea at the entrance of the Uchiura Bay, a world-famous dolphin and whale watching point. The southeastern coast of the peninsula faces the Pacific Ocean, and its southwestern coast, which faces the Uchiura Bay, is formed of towering cliffs of about 100 meters. making a dike of volcano rock resisting the erosion of the sea.

The City emblem is comprised of a certain letter (one of Japanese Katakana letters that pronounces "ro") which forms its outer edge and represent MURO sound in MURORAN ("mu" is 6 in Japanese).
In the center of the emblem, an orchid flower, which is called "ran" in Japanese, represents the "RAN" sound in MURORAN.
